Implementing HIPAA in
Kansas
|
The Administrative Simplification provisions within
the Health Insurance Portability and Accountability
Act (HIPAA) of 1996 introduce a number of
significant changes for the health care system.
Standardization of claims transactions and
restrictions on the use of health information
create a number of issues for the health care
industry. Collaboration and sharing of information
will be critical as Kansas addresses this
issue.
To foster the collaboration needed for this
effort, a group of representatives from major
Kansas stake holders has convened to develop
strategies to address HIPAA readiness issues.
The goal is to share information and best
practices while fostering efficiencies in
implementing the HIPAA provisions. This will save
time and money for the covered entities in Kansas
that HIPAA affects.

Work Groups
|
Work groups are being convened to develop consensus
regarding their particular focus areas.
Deliverables such as recommended processes and
procedures will be created and made available on a
common web site for all of Kansas.
-
Transactions:
-
-
Develop an understanding of the differences
between the current Electronic Data
Interchange (EDI) claim formats (NSF and
UB92) and the ANSI X12 837 formats;
-
the use of the other new transactions
(eligibility, claims status, authorization,
attachments, etc.);
-
the implication of the new code sets and
other business issues as a result of the
HIPAA transaction requirements.
-
Privacy:
-
-
Develop an understanding of the final HIPAA
privacy rules and the recent guidance
document in identifying the business issues
surrounding the HIPAA privacy requirements.
-
Security:
-
-
Develop an understanding of the proposed
HIPAA security rules and other business
issues as a result of the HIPAA security
requirements.
-
Awareness and Education:
-
-
Develop methods to address awareness and
education issues in an effort to inform
those affected by the impact of the HIPAA
regulations. The approach would be
leveraged off of the activities of
professional associations, societies and
other organizations already existing in
Kansas.
